After Teoh death, MACC weighs procedural changes

PUTRAJAYA, May 24 — The Malaysian Anti-Corruption Commission’s (MACC) complaints committee today proposed installing CCTV cameras in interrogation areas as part of overhauls to investigation procedures following the death of Teoh Beng Hock last year.Committee chairman Datuk Mohd Noor Abdullah said they also proposed for the commission to study and adopt interrogation procedures practised by foreign agencies, such as Hong Kong’s Independent Commission Against Corruption (ICAC).
“We have prepared a report on compliance to investigation procedure,” Mohd Noor told reporters today.

The proposal was submitted to the MACC chief commissioner Datuk Seri Abu Kassim Mohamed, along with the complaints committee’s annual report.The committee, which was setup after the formation of MACC last year, also proposed that the interrogation process takes into account a witness’ health, safety and comfort.Mohd Noor said the review was prompted by news reports after the political aide was found dead outside the state MACC office in Shah Alam.Teoh’s death is now the subject of a coroner’s inquest. It has affected the credibility of the MACC and caused public confidence in the agency to plummet significantly.The 30-year-old’s body was found sprawled on the roof of a five-storey building after he was interrogated as part of MACC’s investigation into the misuse of state allocations by the Selangor assemblymen.Mohd Noor, however, refused to say if the committee had proposed for interrogations to be conducted only during office hours.“Our suggestions are in the report, it is up to the MACC,” said Mohd Noor who refused to disclose the report’s details.The Federal Court had recently allowed the MACC to conduct interrogation beyond office hours.Meanwhile, Abu Kassim said the commission would study the proposal before making any decision.“Let us look at it first then we will reply to the committee,” said Abu Kassim.
